Pull the valves apart and clean everything with brake cleaner. Note what springs are in there and post what you got. You adjust them with spring pressure. Could be you have to much pressure and they aren't opening soon enough, or they could be gummed up.

As tricked said, step one clean. Step two check jetting to make sure you're at least in the ballpark. Then start playing with spring and adjuster settings on the pv once you know they're free and you're close on jetting.
