Massive rear brake level travel

Just want your opinions on this...

 

Have rebuilt the rear caliper with new pads and bled the system about 4 times. 3 times with a vacuum pump (similar to mityvac) and reverse bled them. Im 99.9% sure theres no air in the lines. However, the pedal travel is ridiculous. All the sliders are free and lubed, no leaks, but i have noticed the caliper "rocks" slightly when the pads have made contact.

 

Any ideas?

Clamped the line and the MC is rock hard. I think its something to do with the new pads not pressing on the disc squarely, so the caliper is flexing on the slides to compensate. Hopefully the pads will just wear to the angle of the disc in time.
