My Banshee has been sitting for awhile so I decided to take it out for a rip today. Shortly into the tour I noticed it was making an odd rattling noise. I tried to locate where it was coming from and I ended up popping off the crank case cover.

I found that this part in the picture is what is making the noise, when I grab it i can wiggle it back and fourth like it is loose. I not to mechanically inclined when it comes to small engines so my question is: what is this part? What do I need to do to fix it if that is the problem?

that is the flywheel, yes you need it... it also controls the spark via the stator behind it... u may have sheared off the woodruff key that holds it to the crank... i would get a flywheel puller..(15$) and check it out

There was some metal shavings when i shook it, so if that is the case is it a difficult or expensive fix?

First "tool" you need to buy is a Clymers Repair manual. If you can wiggle the flywheel you probably won't need a flywheel puller (this time). Use ONLY a puller for Banshee/Blaster not anything from Autozone, etc.The flywheel key is a half-moon shape piece inbetween flywheel and crank shaft, if it looks marked or effed-up in any way replace it.

BTW, welcome to BHQ !! If flwheel came loose there might be some metal fileings , hopefully no major damage. Be sure to get all of it out/off of flywheel. On outside of flywheel at 4 o'clock is the pick-up coil, look at it closely for damage. After FW is back on it has to be set at .018 from the two lugs (bumps) on outside of FW.
