You can try a warrior link to lower the shock but will lower the bike. orale a custom link to clear the arm. Its obviously way to close by an 1.5". A no link strut or marvin was most likely how the guy had it.

Thats a problem. Does it look like there was ever a carrier installed? I would just get a cut off wheel and slice the center section at the back or slightly underneath so you dont really see it.
