I just recentally had to do it but it was because the title was in a fire. But call you local po po and theyll come to the quad where ever it is. They wont do vin check over the phone or at the station. They have to physcialy look at it. Then they check it and if its clear title thell give you a piece of paper stating the vin is clear. You then go to the dmv and show them that along with what forms are needs and youll get a title. I had to go through it and it wasnt that hard. But if its stolen theyll take it right then and there. So if the guys selling it ask him if you can have a vin check and see what he says. He might say yes and everythings cool, or he might get sketchy and say no..... which means its stolen.
