Somewhat true. You can ponder this even more if you think about colorblind people. I have a friend who is colorblind and he is an unbelievable artist, go figure. Well, he sees basically the same base colors as the "norm", but in different shades and a completely colorblind person will obviously see no color at all. Believe it or not, the "normal" person's eyes will register the same shades as another "normal" pair of eyes and the only way this can vary is through the deformity of colorblindness, which is usually detectable by doctors.
