candy apple red for sure but powder coated because it lasts so much longer and it doesnt scratch as easily

right above the carbs on my bike there is a thing that the throttle cable runs through before it goes to the carb and my new twist throttle manual shows me no such part or what to do with it so could someone tell me what it does and what to do???? Thanks
