Yes, it sounds like you are having an issue where somthing is shorting out or making a poor connection.

When you rev it up enough voltage is being generated to arc and briefly make connection. When you

get your meter check continuity to ground on all of the wires that go from the headlights to the harness,

from the dimmer switch to the harness, and and from the harness to the stator side. Make sure your swith is on... Also ring the same wires out and check for resistance in ohms. Let us know...
