Top end diff between 10mm Cub And 7mm cub

I have a retarded friend which I hate and want to slap across the face.He says that my 7mm cub is better for street racing than a 10mm cub.And a 4mm cub is even better?He says that the bigger crank just has more low-end and has less or equal top-end than a 4mm cub.I think he is full of shit.Is it true tho?He says that the 10mm is only bitter for dunes and hill racing
