elictircal problem

i started my quad, the lights came on and worked, then i reved it and one flash and all 3 were burnt out, it still runs fine but when i check the voltage at the head lights even when reving its only about 3-5 volts now. what could the problem be and how much would it probly cost to have fixed at a shop?
