Painting W/out Having Sent Off

I'm thinkin about painting my frame myself w/out sending it out to save money.. Cuz i have no job + no more money :\ So what kinda paint and steps would be recommended on painting the frame myself?

Have it sand blasted by someone w/ a good set-up, then get u a spray set-up (good ones are not cheap!) have the color you like mixed up, get all the needed addatives, and spray away....
