Can I register a Banshee in NY?

If I buy a Banshee with a title in NY State will I be able to transfer the registration over? Also, does anyone know if I can ride a Banshee in the APA or in Lewis County?

In New York the registration is proof of ownership, so if you buy a quad it should have a transferable registration and as soon as you transfer it to your name that is your title/registration. Also all atv registration expires on august 31st so everyone has to renew, not sure if the price is by county or just the same state wide but where I am in the state it is usually a flat rate of $12.50 per quad for a year.
