Is the +4 timing plate mod sacrifice top speed?

Hi! I just got an 06 shee and i put T5 and it had a K&N filter already. Shee is running great! I wanna do the +4 timing plate mod but ive heard that u sacrifice top speed... True or false?? Thanks anticipated!!
