new carbs throttle issue

so i just put on some 35mm carbs. first my pods were rubbing so i ordered a set of cascade heat wraps. now i got it on and started it up and actually runs good for the first time in about 6 months. however when i give it throttle it hesitates for a second then goes back down. now i used my cable i ran in my stock carbs with tors eliminator, i was told it would be fine. is that true or could that be an issue, or is there a different issue im running into?

Either cable free play,lean on the air screw ,or lean on pilot,or not synced up properly,cable is fine
