I just bought a set of 400cc cub cylinders before I knew my crank went out. So now I ordered a 4 mill crank and what I'm asking is would this be a true 421 cub? I mean that's all a 421 is right, by adding the 4 mill? Any insight would be greatly appreciated.

if you ordered a 4mil 58mm crank for a 54mm cub you screwed up.

there is a 392 cub which is a 68mm bore and stock stroke and a 396 that uses a +4 stroke with a standard 110 rod, or a 115 rod.

might want to see what your cylinders was setup for before you just buy parts.
