Surround sound volume issues

Alright here is the deal, I have my surround sound system with the dvd player built into it plugged into my tv with the hdmi cable and it works the way it should. I have the blueray plugged into the tv with a hdmi cable and a digital optical cable going from the tv to the surround sound reciever. If I watch a blue ray and use the tv speakers it is fine but when I try to listen to it on surround sound it works but there is very little volume like the amp isnt pushing the signal (same with if I want to listen to a tv program through the surround). It should be shaking the whole house when I crank it up like the dvd does. I have tried connecting it every way I could think of and checked the settings on all of the equipment and cant figure it out. Everything is Sony. If anyone has any ideas please let me know.
