it looks sik and is a nice bike to start off with to just throw a motor in and go but not for 1200. jew him down to atleast 900. then it is a deal i would go for

I'm not sure what shees go for out there, but here its not a great deal. Personally I would start with a stock frame and then cut out things that I wanted gone, or else have someone who knows what theyre doing do it. Its hard to tell what he cut or where he cut it. I'd start from scratch and youll save a couple bucks.
