is the steering hoop the goldish thing that bolts on to steering stem stabilizer??

i had it on a block an when i steered to the left the wheel went easily almost slapping a arm the steering is off to the left also must be the left tie rod? an when i steer to the right its much more tight the right wheel that iis it doesnt slap around an almost hit a arm like left side

hey guys flipped the bike end for end and bent the steering stem so i replaced with new and with the bars are straight the tires arent still

thanks guys put a honda thumb throttle on? i just bought a chrome stock yamaha one lol
