I had the same problem with mine shortly after I bought it and I did like you, checked everything possible. Then I discovered the T.O.R.S. junk that was half ripped off when I got it. It was the part on the parking brake that was the problem with mine. I would disconnect that before trying anything else because it sounds exactly the same as mine.
