Wtb 2 voltage regulators and headlamps bulbs I'm located in California

i tried checking the voltage but its not giving me an accurate reading im really stuck !! i checke all the wires all looks good what setting should i have my voltage regulator at ???

I have a 1987 banshee I just changed the head lights due to a crash last april I got the bike started runs good but as soon as a rev it up it blows my lights out I searched here and the mention the voltage regulator I swapped out the voltage regulator from my other banshee 1989 and also installed a replacement headlight and it still killed my head light im in the ontario ca area if thre anyone that can help me or point me in the right direction i would highly appreciate frank
