The entire engine was rebuilt

So my neighbor is selling a 1999 banshee. It has a completely rebuilt engine, aftermarket rims, fmf pipes, nerf bars, and other mods. The only problem is the back axle is off, so the chain pops. He has insurance on it and says he will get it replaced, and offered it to me for 1600. what are your thoughts?
