motor is a fresh build only has about 10 hrs on it i am also leaking fuel from carbs

hey guys i am having a few issues with my shee it idles high at times,and cant get it to run right without giving it about 30 kicks or a push start. not to comfortable working on it myself i am in east springfield ma does anyone know someone close to this area that could getit right for me thanks in advance
