i have a new 421 stroker and i have the same problem i think its the rev limiter if i gear up the ratio i go faster wot loads up the engine a little i think it could be my t5 pipes to witch are mid/high version i have used many outboards that ran best 3/4 throttle and flat on top you don't want to rev to high and shatter a pistons and crack a head from reving over 12.000 rpm or 13.500rpm
