Headlights have no power

My headlights are getting power, but just enough to make the filament glow, but not put out any light. What else could be causing this besides the voltage regulator?

do you have a multi meter to check the voltage? What happens if you unplug the voltage regulator? If you unplug it, do not rev the bike up, just let it idle.
