The seal head design was slightly different [which doesn't matter if it's been rebuilt because the seal head gets tossed], the IFP [internal floating piston] in the reservoir is slightly different, made out of thinner metal, and sometime they tweak a little in there and bind. Lastly off the top of my head, is there is two circlip grooves in the body of the shock. Those grooves are spaced differently in SOME 87-89 shocks [not all, and I have no idea why] which puts the sealing o-ring of the seal head VERY close to the lower circlip groove. Sometimes they leak, sometimes they don't.
