problem with steering colum handle bar hook up

alrite, when i pull up on my handle bars to do wheelies, or what not , it pulls all the way hitting the steering rods on the frame. Is there a bushing or something that goes in the steering stem clamp that stops it from pulling up?

there's a nut on the bottom. if its not there stop riding!!
