need help

first question is how many foot pounds are the head nuts torqued at.second question is the is the breather hose by the water pump.how improtant is it.when i got the moter it was blocked off.should i leave it block or hook it back up the way it is stock.please let me know

Head nuts torque to 20 ft lbs. Not sure how important the breather is, but its easy enough to just hook it back up.
