Building with no vin, state issued vin

So, bought an incomplete banshee build at auction.  The parts that are here are beautiful, but so far I see no sign of a vin on the frame.  Not a big deal, Wyoming law where I live allows you to request a state issued vin once you complete your build.  Just run it by the sheriffs office, toss in $20 bucks with paperwork and pics, and you get your vin.  Thing is, I’m thinking I may just part the build out as it is little more than rolling frame and lower engine.

So, the question is, do other states have similar laws regarding project builds, or is this frame worthless without a vin?  Thanks.

Yeah, I’m afraid you’re right.  Was hoping there was value in a no vin frame, but sounds like most states are far more restrictive than Wyoming.  Maybe I’d better just complete the build.
