I'd go to those garages and take good measurements. A 3" lift over the front axle will not yield a 3" height increase at the tallest point of the cab.

Chicago I was what looked to be about an inch of clearance - local hospital

Is also sketchy.... 7' clearance is typical.

Just kicking around ideas - looks like people remove the spacer block

Under the leaf springs to drop the ass an inch or so - but I really don't want to jerry rig my expensive ass truck.

Looking for ideas. Id rather lift a bit but

I don't want to hinder where I can or cannot park...

This. Also bigger tires will lift anything vert more than a lift will

If u copy the block angle and design (if it has a hole or locator etc) u can make one. Jus make sure pinion angle is good and u get new u bolts/nuts

JD i havent fucked with your year truck but on my dads 06 dually it had a spacer block on top of the axle perch. It was about 1.5 " thick if i remember.  All we did was remove the block and place it on top of the spring.  You could remove it entirely but would need new U bolts.  It works flawlessly and unless you know what you are looking at you would have no clue it was even done besides the truck sitting more level.  He did it to try and get his 5th wheel closer to level as the trailer already had the axles flipped but was still too low.
